When you subscribe to the Content Availability Monitoring service, Stream Alerts does not play your stream all the time in order to save you bandwidth and to reduce false alerts. Rather our system connects to your server once each interval and then disconnects until the next test.

However with Content Payload Monitoring we do connect and "play" your stream all the time. Otherwise you would potentially miss alerts when your stream goes silent or the video freezes.
